Balmoral is the go-to Sydney harbour beach for toddlers specifically: a shark-netted swimming enclosure (Balmoral Baths), a shallow rock pool to explore, and a small playground right on the sand, all in a sheltered bay with none of the surf-beach chop. It's calmer and less crowded than Bondi or Manly, which is exactly the appeal for families with very young kids.
